Government Announcements Voice: Producing Arabic Public Service Audio at Scale
How government entities can produce Arabic voice announcements at scale: MSA vs dialect, ready scripts, accessibility, and security questions to ask.
In this article
To produce a government announcements voice at scale, lock the approved script first, use Modern Standard Arabic for official notices and the local dialect for public campaigns, and generate every file with one consistent voice. Fix names and numbers with tashkeel and a pronunciation dictionary, export WAV or MP3 for radio, social and IVR, and put your security questions to the vendor before you start.
01Why public bodies need faster voice production
Public bodies talk to residents constantly: renewal reminders, seasonal heat or rain warnings, anti-fraud campaigns, service-centre instructions, and phone menus that change every time a procedure does. Traditionally each of those went through the same slow loop: draft, approve, book a studio, record, review, and re-record if one word changed.
AI voice does not replace approval or review. It removes the slow part after them. Changing a date or a phone number means regenerating one file in minutes, in the same voice and tone as last month's. That matters to teams who publish dozens of notices a month, or need the same message in several dialects and in English.
- Awareness campaigns: short spots for radio, social platforms and screens in public spaces.
- Service centres and IVR: welcome prompts, menus, hold messages and opening-hours notices.
- Accessibility: audio versions of guides and circulars for people who prefer listening.
- Internal comms: staff announcements, event audio and training narration.
Much of this mirrors what small businesses need, with two big differences: a public body addresses everyone, and its security and procurement bar is higher. So this guide covers production first, then the questions to put to any vendor.
02MSA or dialect for a government announcements voice?
The working rule: Modern Standard Arabic (Fusha) for official notices and instructions everyone must understand the same way; local dialect for campaigns that should land like advice from someone you know. A road-safety campaign aimed at young drivers in Riyadh lands faster in Saudi Arabic. A circular announcing a changed procedure is safer in plain, simple MSA.
احرص على عدم مشاركة رمز التحقق مع أي شخص، فالجهات الرسمية لا تطلبه منك أبدًا.
لا تعطي رمز التحقق لأي أحد، ترى الجهات الرسمية ما تطلبه منك أبد.
Both lines say: never share your verification code; official bodies will never ask for it. The MSA version reads like a statement; the Saudi version sounds like an older brother warning you. Many teams produce both, MSA for national radio and official channels, dialect for social. Our MSA vs dialect guide goes deeper.
| Message | Channel | Suggested choice |
|---|---|---|
| Official circular or procedure change | Website, national radio, IVR | Plain MSA |
| Youth awareness campaign | Snapchat, TikTok, Instagram | Local dialect |
| Weather or safety alert | Radio and voice messages | Very short MSA |
| Service used by expatriate residents | Service centres | MSA plus an English version |
03Ready-made public service scripts
These scripts are for fictional bodies and are written to be heard: short sentences, the key fact first, the action last. An MSA anti-fraud spot:
رسالة تصلك تطلب رمز التحقق؟ توقّف.
لا تشارك رمز التحقق أو كلمة المرور مع أي شخص، حتى لو قال إنه من جهة رسمية.
الجهات الرسمية لا تطلب منك هذه البيانات عبر الهاتف أو الرسائل.
إذا شككت في رسالة، تواصل مع الجهة عبر قنواتها الرسمية فقط.A message asking for your verification code? Stop. Don't share your code or password with anyone, even if they say they're from an official body. Official bodies never ask for these details by phone or message. If in doubt, contact the body through its official channels only.
The same spot in Saudi Arabic for TikTok or Snapchat, with a hook in the first two seconds:
جاتك رسالة تبي منك رمز التحقق؟ وقّف شوي.
لا تعطي الرمز لأي أحد، حتى لو قال لك إنه من جهة رسمية.
الجهات الرسمية ما تطلب منك هالبيانات بالجوال ولا بالرسايل.
شاك بالرسالة؟ تواصل معهم من قنواتهم الرسمية بس.Got a message asking for your verification code? Hold on. Don't give the code to anyone, even if they say they're official. Official bodies don't ask for this by phone or text. Suspicious? Contact them through their official channels only.
A seasonal Emirati heat-safety message for a community or worker-safety campaign:
الحر وايد هالأيام، فانتبه على عمرك.
اشرب ماي وايد، وتجنّب الشمس من الظهر لين العصر.
وإذا حسّيت بدوخة أو تعب، وقّف شغلك واطلب المساعدة على طول.It's very hot these days, so look after yourself. Drink plenty of water and avoid the sun from noon until the afternoon. If you feel dizzy or tired, stop work and ask for help straight away.
And an English service-centre welcome, written as native English rather than a word-for-word translation:
Welcome to the Customer Service Centre.
Most services are available online, with no visit needed.
To check an existing request, press 1.
To book an appointment at the centre, press 2.
To speak to an agent, press 0.Every phone number, link and date in an official message must be confirmed by the owning department before generation. One wrong digit reaches thousands of people.
04From approved script to audio file in Vocla
Once the text is signed off, production takes minutes:
- 1Pick a house voice: choose an MSA voice for notices and a dialect voice for campaigns in the Voice library, and save each set-up as a preset.
- 2One message per generation: paste each notice into Text to speech separately so you can update one without touching the rest.
- 3Lock pronunciation: run one-click tashkeel and review the changes, and add the body's name, programme names and acronyms to the pronunciation dictionary once for the whole workspace.
- 4Set the pace: official notices sit a little slower than ads, so lower the speed slider and keep clarity high.
- 5Export the right format: WAV for radio, editing and phone systems on paid plans; MP3 for web and social.
- 6Review and approve: share the file with the approver before publishing and keep the approved version in your Library.
For contact-centre prompts, files usually need converting to your phone system's format; our IVR page covers that workflow.

05Accessibility: audio for people who prefer to listen
An audio version of a guide or circular helps far more people than screen-reader users: older residents, slow readers and anyone listening on the move. Generated voice makes audio versions realistic for almost every document rather than only the flagship ones.
- Split long documents: one file per section; a single generation accepts up to 10,000 characters.
- Write numbers as spoken: spell dates and amounts the way you want them heard, then check them after generating.
- Caption campaign videos: add readable Arabic captions for people watching muted or who are deaf or hard of hearing.
- Publish text alongside audio: audio complements the written version, it doesn't replace it.
06Security and procurement questions to ask any vendor
Put the same questions to a voice platform as to any cloud service. Here are Vocla's answers, including what we have not done yet:
| Question | Vocla today |
|---|---|
| Where are files stored? | Cloudflare R2, encrypted at rest, with short-lived signed download links |
| Is traffic encrypted? | Yes, website, app and API over HTTPS |
| SOC 2 or ISO 27001? | Not held; we won't display any certification before an audit is complete |
| Saudi and UAE data protection laws? | Working toward alignment; the formal review is not complete |
| On-premises deployment? | No, Vocla is cloud only |
| DPA and sub-processor list? | Available on request for Enterprise, plus a data residency discussion |
If your rules require a specific certification or in-country hosting, say so in the first conversation. We would rather tell you what we can't do today than have you discover it after signing. The security page lists what is in place, what is on request and what is not done yet.

07Which plan, and what it costs
A 30-second notice is roughly 500 characters. On Vox Prime, at 1,200 credits per 1,000 characters, that is about 600 credits. A campaign of ten notices in two versions, MSA and dialect, needs around 12,000 credits with room for retakes.
- Testing scripts: Free gives 500 credits a month for personal use only, with no commercial or publishing rights.
- Small team: Professional, $29 a month, includes 80,000 credits, three seats and WAV export.
- Ongoing production: Enterprise adds the API with scoped keys, more seats, an SLA and security and procurement support.
Key takeaways
- Plain MSA for official notices, local dialect for public campaigns; many teams publish both.
- One house voice and a shared pronunciation dictionary keep every message on-brand.
- AI voice removes recording and re-recording, not approval and fact-checking.
- Ask any vendor about storage, certifications and data location; Vocla answers plainly, gaps included.
Frequently asked questions
Is AI voice appropriate for official announcements?
Yes, with a calm MSA voice and a careful check of pronunciation and numbers before release. The script should still go through your normal approval; AI only shortens the recording step.
Should public awareness messages be in MSA or dialect?
MSA for circulars, instructions and national channels; dialect for social campaigns. Producing both only takes a second generation with a dialect voice.
Does Vocla hold ISO 27001 or SOC 2?
No. Vocla does not currently hold SOC 2 or ISO 27001, and its review against Saudi and UAE data protection laws is in progress. The security page lists exactly what is in place today.
Can Vocla run on our own servers?
No, Vocla is a cloud service. If you have hosting or data location requirements, raise them through the Enterprise form and the team will tell you what is possible.
How much does a full voice campaign cost?
A 30-second notice is about 600 credits on Vox Prime. Ten notices in two versions need around 12,000 credits, well within Professional's 80,000 monthly credits.
